On the 19th September, 1930, Grindle, in a
personal letter to me concerning the approaching visit to Singapore of the League of Nations' Commission to in-
quire into the traffic in women and children in the Far
East, said that Mr.Bascom Johnson, the Chairman of the Commission, insisted on employing a "secret agent" and had
be refused to undertake the job of Chairman unless he
were allowed to use the agent.
Mr. Johnson and his colleagues recently came
to Malaya, and they all lunched with me at Government
House. They appeared to me to be quite reasonable peo-
ple, and, before leaving Singapore, Mr. Johnson had a
discussion with Mr. Jordan, the Secretary for Chinese
Affairs, S.S., and F.M.S., on the subject of his "secret
agent". I enclose for your information a Minute which
Mr. Jordan has written on this subject. It is very in-
teresting and satisfactory from the point of view of the
Malayan Governments.
I may add from my own Chinese experience that
Mr. Johnson's suspicions concerning Chinese War Lords are
very likely to be correct.
I write this to you instead of Grindle who has,
I believe, now retired on pension.
